6th Pay Panel has not recommended 50% DA merger with Basic pay, says govt

The 6th Pay Commission had recommended not to merge 50% of Dearness Allowance (DA) for government employees with their basic pay, Parliament was informed today.

'The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage,' Minister of State Finance Minister Namo Narain Meena said in a written reply to the Lok Sabha.

Government accepted this recommendation, he said, adding that the recommendations of the 6th Pay Commission were given effect from January 1, 2006.

Some Central Government Employees Associations have been demanding for the merger of 50% DA with Basic Pay and the constitution of 7th Pay Commission.

Meena said the setting up of the next Pay Commission is considered normally after a gap of 10 years between two successive Pay Commission.

DA to central government employees is revised twice a year, with effect from January 1 and July 1, calculated on the basis of percentage increase in all India Consumer Price Index for Industrial Workers.

RJCM  என்பது மாநில அளவில் உச்ச மட்ட அமைப்பு என்பதால்  நிச்சயம் பல பிரச்சினைகளை இதில் எடுத்துச் சென்று பேசி தீர்த்திட சட்ட ரீதியாக வாய்ப்புகள் அதிகம் என்பதை நினைவில் கொண்டிட  வேண்டுகிறோம். இதர  மத்திய அரசு , மாநில அரசு , பொதுத் துறைகளில் இப்படிப் பட்ட வாய்ப்புகள்  மறுக்கப் பட்டுள்ளன என்பதையும் நினைவில் கொள்ள வேண்டுகிறோம். 

எனவே இந்த அமைப்பை நாம் முழுமையாக பயன்படுத்திக் கொள்ள உங்களின்  ஒத்துழைப்பை வேண்டுகிறோம்.  இந்த செய்தியை , இதனை படிக்கும் அனைத்து  தோழர்களும் தங்கள் பகுதியில் உள்ள நிர்வாகிகள் படிக்காமல் இருந்தால், அவர்களுக்கு  தெரிவித்து முழுமையாக  உபயோகப் படுத்திக் கொள்ளவும்.

PFRDA BILL LIKELY TO BE TAKEN UP IN PARLIAMENT ON 2nd SEPTEMBER 2013. ORGANISE TWO HOUR WALK OUT AND NATIONWIDE PROTEST DEMONSTRATIONS

It is reported that PFRDA Bill will be take up in Parliament for discussion and adoption on 2^ndSeptember. Confederation National Secretariat once again calls upon all Central Government Employees to organize 2 hour walkout and nationwide protest demonstration on the day if bill is taken up or on the next day if information received late.

நமது கோட்டத்தில் PFRDA வை எதிர்த்து ஆர்ப்பாட்டம் நடைபெறும் 

தேதி பின்னர் அறிவிக்கப்படும் .

1. Mail in deposit – check the remarks given by Postman on deposit mail, arrange delivery of mail by contacting the addressees over phone, if possible. 2. Check whether mail has been date stamped before delivery? 3. Check the quantity of stamping and take appropriate action to improve the quality of stamping. 4. Check whether opening of mail bags is done properly. Check whether unpaid, missent and deliverable mails are segregated properly. 5. Check % of RTS mail. Check % of missent mail and take action to improve the % of RTS and missent. Check that RFD targets are being achieved by the SO (in case of project arrow office) 6. Check the returns from Postman and satisfy yourself that Postman has taken all efforts to deliver the mail. 7. Check whether “Unpaid Taxation Register”, “Bag Opening Register” are maintained properly. 8. Check whether Due Mail and Sorting List is on records and whether it requires any changes? ACCOUNTS 9. Check whether Memo of Authorized balances is on records and does it require any changes? If so review and get it reissued. 10. Check whether SO is having stock of Postage stamps and stationery as authorized in Consolidated Memo of Authorized Balances? 11. Check whether SO is supplying the stamps and stationery to BOs as per Memo of Authorized Balances and whether any BO is having the stock of stamps less than the authorization. If so, get the supply made by SO immediately. 12. Check whether stock of IPOs is being replenished by the HO as per Memo of IPOs sold. Check whether SO is having stock of IPOs as per authorization. SAVINGS BANK AND CBS 13. Check whether signature scanning is completed. 14. Check whether stock of NSCs is available at SO as per authorization and SO is having sufficient stock of NSCs of small denominations. 15. Check whether staff on the counter is aware about the target of SO and he/she is making all efforts for opening of new accounts against closed one and issue of certificates against discharged one. 16. Check whether the stock of Passbooks is available with SO commensurate with target allotted to SO. 17. Check what is the ratio for closure to open accounts of the SO. Try to improve the ratio by opening of 4 accounts against each closed account. 18. Check the Minus Balance cases status and take appropriate action. 19. Check the SBCO objection status and take appropriate action. 20. Check the status for data migration from SO to HO. OTHER POINTS 21. Check the position of targets and achievements of SO for various types of targets. 22. Check whether drill cloth of the stamp pads has been changed and quality of stamping is good. 23. Check whether the current and old record has been kept properly and neatly. 24. Check whether the deposit mail is kept in custody properly. 25. Check the general cleanliness of the SO to see that the SO is in presentable condition. TECHNOLOGY 26. Check whether the SPM and the staff working on computers is having the knowledge about departmental software. 27. All modules are being used by the SO and proper manner. 28. All communications are being done by the SO properly and timely. 29. Whether the stock of items shown in system and actual stock held by the SO are matching. If not, get it rectified. 30. OVER RS. 750 CR LYING IN INACTIVE POST OFFICE SAVING ACCOUNTS : GOVERNMENT.

The government today said around Rs 752 crore is lying as unclaimed deposits in more than 2.49 crore inactive savings accounts in post offices.

"Rs 752,44,57,414.03 is the amount lying in all inactive (silent) accounts as on March 31, 2011 in 2,49,59,446 accounts," Telecom Minister Kapil Sibal said in a written reply to Lok Sabha.

West Bengal led the tally of unclaimed deposits with over Rs 107 crore lying in 20.16 lakhaccounts, followed by Tamil Nadu (Rs 105.87 crore in 62.72 lakh accounts) and Uttar Pradesh (Rs 68.61 crore in 21.74 lakh accounts).

"The depositor of such account can activate the account at any time by transaction. Notices are issued every year to the account holder of such accounts who are not maintainingminimum balance. Special drives are launched to re-activate such accounts by issuing notices and giving information through electronic media," Sibal said.

Responding to another query, Sibal said 79,604 complaints for non-delivery of Registered Letters, 41,794 for Speed Post and 8,257 related to Parcels were received in the April-June, 2012 period.

"Of these, 73,077 complaints for registered post, 38,154 for Speed Post and 6,147 for Parcels were addressed. As on June 30, 2012, 6,527 complaint cases of Registered Letters, 3,640 cases of Speed Post and 2,110 cases of Parcels are pending," Sibal said.

The major reason for the pendency are involvement of more than one postal circle/state in processing the complaints, time taken in making detailed inquiry or investigation and non-submission of the required details by the complainant in some cases, he added.

The Minister added that during 2009-10, 2010-11 and 2011-12, departmental action has been initiated in 1,287 cases against postal employees and penalties have been imposed in 1,157 cases for non-delivery and loss of articles etc.

In a separate reply, Minister of State for Communications and IT Sachin Pilot said the Department of Posts' (DoP) volume as well as revenue from speed post has continuouslyincreased over the years.

"The volume of Speed Post has increased from 21.14 crore in 2008-09 to 24.08 crore in 2009-10, 27.45 crore in 2010-11 to 39.19 crore in 2011-12," Pilot said.

Revenues from speed posts have also grown from Rs 515 crore in 2008-09 to Rs 614 crore in 2009-10, Rs 749 crore in 2010-11 and Rs 900 crore in 2011-12, he added.

PFRDA after examining the matter has approved the shifting/porting of NPS/Lite/Swavalamban accounts to NPS-All Citizen model and other Sectors through an Inter platform shift process which is detailed as below:

Passengers can now place order for personalized stamps at Chennai airport

CHENNAI: Air passengers will now be able to place an order for postal stamps with their photo on them at the post office counter that was opened at the Chennai airport's new domestic terminal on Monday.

Passengers can place an order for 12 personalized stamps by paying Rs 322 at the counter. They should fill up a pro forma at this counter with ID proof and one recent passport size photo. The twelve stamps will be sent by the postal department to the given address within 10 days. 

The postal counter will also offer internet browsing (Rs 25 for half an hour), fax (per page Rs 20 for domestic and Rs 50 for international), photocopying (Rs 5 per page), postal ID card (Rs 270) and postal life insurance. The post office was set up as passengers did not have access to the facility after operations shifted to the new domestic building

அன்புத் தோழர்களே ! கடந்த 10.08.2013 அன்று   மதுரையில் நடைபெற்ற தென்மண்டல கோட்ட/ கிளைச் செயலர்கள் கூட்டத்தின் முடிவின் படி தென் மண்டல (பொறுப்பு)  இயக்குனரின் அடாவடி நடவடிக்கைகளை கண்டித்தும்,   தேங்கிக் கிடக்கும் பிரச்சினைகளைத்  தீர்க்கக் கோரியும், முதற் கட்டமாக   கண்டன ஆர்ப்பாட்டம் நடத்தி தென்  மண்டல   PMG அவர்களிடம்கோரிக்கை  மனு அளிப்பதென்றும், அதே நேரத்தில்  தென் மண்டலத்தில் உள்ள அனைத்து கோட்ட/ கிளைகளிலும் அவரவர் பகுதியில் உள்ள கோட்ட/ தலைமை அஞ்சலக வாயிலில் கோரிக்கைகளை வலியுறுத்தியும்  தென் மண்டல  (பொறுப்பு ) இயக்குனரின் அடாவடி நடவடிக்கைகளை கண்டித்தும்  கண்டன ஆர்பாட்டம் நடத்துவதெனவும்  முடிவு எடுக்கப் பட்டது தெரிந்ததே .   

இதன் படி  அளிக்கப் படும் கோரிக்கைகள்  மீது பேச்சு வார்த்தை நடத்தி 15 நாட்களுக்குள்   பிரச்சினைகள் தீர்க்கப் படாவிட்டால் தொடர் போராட்டங்கள் நடத்துவது என்றும் தீர்மானிக்கப் பட்டதும்  நாம் அனைவரும் அறிவோம்!

எனவே இந்த முடிவை அமல் படுத்திட  எதிர்வரும் 04.09.2013 அன்று  தென் மண்டல PMG  அவர்களிடம் கோரிக்கை மனு அளிக்கப் பட வுள்ளது. கோட்ட/ கிளைச் செயலர்கள் கூட்டத்தில் கூறிய படி இதுவரை 11 கோட்ட/ கிளைச் செயலர்களிடமிருந்து மட்டுமே  தேங்கிக் கிடக்கும் பிரச்சினைகள் மாநிலச் சங்கத்திற்கு வந்துள்ளது.  மீதியுள்ள கிளைகளில்  இருந்து எதிர்வரும் 27.08.213 க்குள்  வந்து சேருமாறு E-MAIL  மூலம்  பிரச்சினை களை  மாநிலச் சங்கத்திற்கு அனுப்பிட  கோருகிறோம்.  தென் மண்டலத் தில் உள்ள மாநிலச் சங்க நிர்வாகிகள் உடனே  இதில் கவனம் செலுத்தி பிரச்சினைகளை பெற்று மாநிலச் செயலருக்கு அனுப்பிடக்கோருகிறோம்.

அனைத்து கோட்ட/ கிளைகளில் இருந்தும் இந்தப் போராட்டம் குறித்து உடன் நோட்டீஸ்  வெளியிட்டு அதன் நகலை  மண்டல PMG , மாநில CPMG மாநிலச் செயலர் ஆகியோருக்கு  உடன் அனுப்பிட வேண்டுகிறோம். எந்தக் கிளையில் இருந்தும்  நோட்டீஸ் வெளியிடாமல் இருந்துவிடக் கூடாது. 

இதன் பொறுப்புகளை மண்டலத்தில் உள்ள மாநிலச் சங்க நிர்வாகிகள் மேற்கொள்ள வேண்டுகிறோம்!

Regarding the substitutes, the Directorate has clarified the engament of substitute in leave periods and guidelines of substitute arrangement in the place of GDS posts w.r.t letter dated 20/21-10-2002.

While answering to a question in Parliament today on 22nd August 2013, the Minister of Personnel, Public Grievances and Pensions Shri. V.Narayanasamy said that ‘at present there is no proposal to increase the age of retirement of Government employees’.

He also added, as per Fundamental Rules 56(a) except as otherwise provided, every Government servant shall retire on attaining the age of 60 years.

Last week formal announcement regarding this policy was expected to declare on 15th August. Now the Central government has denied to pursue the policy of increasing the age of retirement of CG staff once again in Parliament.

Reserve Bank of India (RBI) has notified that the Aadhaar Card is a valid proof for opening of a bank account under the Know Your Customer (KYC) scheme. 

RBI vide its circular dated 28.09.2011 has advised banks to accept the Aadhar letter issued by Unique Identification Authority of India (UIDAI) as an officially valid document for opening bank accounts without any limitations applicable to small accounts. Further, the RBI has also advised the banks vide its circular dated 10.12.2012 that if the address provided by the account holder is the same as that on Aadhaar letter, it may be accepted as a proof of both identity and address. 

This was stated by Shri Namo Narain Meena, MoS in the Ministry of Finance in written reply to a question in the Lok Sabha.

Death of Govt Employee does not entitle family for job: Supreme CourtThe Supreme Court has held that death of a government employee in harness does not entitle the family to claim compassionate employment and the person seeking appointment must possess the eligibility for the post.A bench of justices B S Chauhan and S A Bobde also said that the competent authority should examine the financial condition of family of the deceased and job should be offered to the eligible family member only if it is satisfied that they would not be able to cope up with the crisis.

"Mere death of a government employee in harness does not entitle the family to claim compassionate employment. "The competent authority has to examine the financial condition of the family of the deceased employee and it is only if it is satisfied that without providing employment, the family will not be able to meet the crisis, that a job is to be offered to the eligible member of the family. More so, the person claiming such appointment must possess required eligibility for the post," it said.

The bench allowed an appeal filed by MGB Gramin Bank which had challenged a 2010 judgement of the Rajasthan High Court by which one Chakrawarti Singh, son of a deceased Bank employee, was directed to be appointed under a scheme of compassionate employment.

Singh's father, who was working as a Class III employee with the Bank, had died on April 19, 2006 while in harness. Singh had applied for compassionate appointment on May 12, 2006.

The bench set aside the judgements of the High Court, saying, "The reasoning given by the single judge as well as by the division bench is not sustainable in the eyes of law." It also said that "an ameliorating relief should not be taken as opening an alternative mode of recruitment to public employment".
