Consequent upon the talks held between the Secretary, Department of Posts with the Staff Side on 19-04-2007 on the charter of demands and other issues and reached settlement on many issues, the JCA met in Dak Bhawan on 20-04-2007 at 08:30 P.M. had unanimously decided to defer the indefinite strike programme.
The gist of decisions communicated by the Department vide its letter No. 8-1/2007-SR dated 20-04-2007 is enclosed herewith.
The gist of the talks and assurances is furnished below:-
- The Government will be approached once again to refer GDS issues to Sixth Pay Commission for consideration. The Officer's Committee already appointed has been dismantled.
- The Cabinet note will be submitted to seek exemption of Department from the purview of Screening Committee. In the meantime to manage the shortage of staff the following is agreed and will be implemented.

The Postal JCA including GDS unions met 21.09.09 discussed in detail about the situation prevailing on GDS committee report and the inordinate delay in its implementation over ten months. The JCA also noted with concern that the modification sought for on pro rata wages, increment, Fixation formula etc have not been incorporated in the Cabinet memo.
After a thorough discussion the JCA has decided to serve Strike notice immediate on 22.09.09 for the proposed indefinite Strike from 07.10.09 on two point Charter of Demands as follows: -
(1) Approve and implement immediately the GDS Pay Commission with the modifications sought by the Staff Side; and
(2) Remove the discrimination against the GDS on the issue of grant of Bonus ceiling.

INDEFINITE STRIKE DEFERRED BY CONFEDERATION AND NFPE
NATIONAL EXECUTIVE OF CONFEDERATION UNANIMOUSLY RESOLVED TO DEFER THE STRIKE ACTION FOR WANT OF MORE PREPARATIONS.
NFPE FEDERAL SECRETARIAT ALSO MET AFTER THE CONFEDERATION MEETING – RESOLVED UNANIMOUSLY TO DEFER THE STRIKE ACTION BASED ON THE OUTCOME OF DISCUSSIONS HELD BETWEEN THE POSTAL BOARD AND NFPE AS WELL AS FOR WANT OF MORE PREPARATIONS.
