3. Request for issue suitable instructions to all the concerned for drawal of Pay and Allowances for Sundays and Holidays to the substitutes appointed by GDS on Leave Without Allowances for longer periods at a stretch and the Minimum TRCA of the relative post.

Breif : In some divisions in the Circle the DDOs are denying for drawal of Pay and Allowances to Substitutes appointed by the GDS staff for Sundays and Holidays while availing their Leave Without Allowances for full calendar months continuously against the privilege. Similarly some of the  DDOs are drawing the first TRCA of the cdre to the substitutes instead of minimum TRCA of the post to which the regular GDS is due.

In this connection, as per the orders of the competent authority, I am directed to intimate that,

1. Regarding drawing the First TRCA of the Cadre to the substitutes instead of minimu TRCA of the post to which the regular GDS is due the clarificatory orders of the competent authority were already communicated to all Regions / units in HCR vide this office letter of even No. dated 24-11-2011 stating that the minimum of the TRCA drawn by the regular incumbent which may any of the authorized TRCA is applicable to the substitutes, but not the minimum of the First TRCA applicable to the GDSs concerned.

3. Regarding denying of drawl of Pay and Allowances to Substitutes appointed by the GDS staff for Sundays and Holidays while availing their Leave Without Allowances, there is no provision in GDS (C&E) rules, 2011 denying drawal of Pay and Allowances to substitutes appointed by the GDS staff for Sundays and Holidays.

Kindly arrange issue of suitable instructions to all concerned on the subject as per the above instructions.

SUB: - GRANT OF BONUS TO GDS WITH REVISED CEILING @ RS.7000- FROM 2014-15 – REQ – REG.

Respected Sir

            The Government of India, Ministry of Finance issued order on revised ceiling limit of PLB from Rs.3500- to Rs.7000- from the year 2014-15 (OM No. 7/4/2014-E-III A dated 29-08-2016) to all Central Govt. Employees. It is apparent to note that the calculation of  Productivity Linked Bonus  for the year 2014-15 with revised ceiling limit @ Rs.7000-to regular departmental employees in the Department of Posts  has been granted vide letter No. .26-01/2015-PAP dated  02-09-2016 and the arrears have also been drawn in favour of the regular employees.

            The case of 3 lakh GDS employees regarding applicability of revised ceiling limit @Rs.7000- is yet to be finalized by the Department.

            Therefore, it is requested to kindly expedite the grant of Bonus to 3 lakh Gramin Dak Sevaks at the revised ceiling @ Rs.7000- from 2014-15 prospectively.

            Early action is highly solicited.

Sub:    L.D.E. for promotion to the Cadre of IP Examination, Departmental Quota for the year 2015-2016.

Sir,

            Your kind attention is invited toward Dte. F.No.A-34012/09/2016-DE dated 05^thSeptember, 2016 under which the notification for Limited Departmental Examination for promotion to the Cadre of I.P. Examination has been issued. The dates for conducting the examination have been declared as 15^th & 16^th October, 2016. The period given for examination after notification on 05^th September, 2016 is very less. As per rule notification for examination should be issued 90 days before the date of examination.

            It is therefore, requested to kindly look into the matter personally and cause suitable instructions to extend   period completing 90 days after notification so that the candidates appearing in examination may get sufficient time for preparations.

            An early action is highly solicited.

Harassment of staff by delaying granting of leave for non procurement of gold bond - reg

தங்க பாத்திரம் வாங்கி வைக்கும் அளவிற்கு நம் பொருளாதார  தகுதி கூடியிருக்கிறதா ?இல்லை நம் அபராதத்தொகை கூட்டப்பட்டிருக்கிறதா ? 
தோழர்களே !நீங்கள் தான் ! தயாராகுங்கள் ! நிர்வாகத்தின் குறுக்கு முயற்ச்சியை முறியடிப்போம் .உண்மையான வாடிக்கையாளர்களை சந்திப்போம் அன்று 10 ரூபாய்க்கு RD  15 ரூபாய்க்கு RPLI  ,17 ரூபாய்க்கு ஸ்பீட் போஸ்ட்12  ரூபாய்க்கு இன்சூரன்ஸ் .200ரூபாய்க்கு PHILATELIC .300 ரூபாய்க்கு MY ஸ்டாம்ப்  இன்று அதையும் தாண்டி 3000 ரூபாய்க்கு தங்க பத்திரம்   இவையெல்லாம்  ஊழியர்கள் தானாக முன்வந்து வாங்குகிறார்களா ?  கட்டாயத்தால் வாங்கப்படுகிறார்களா ? இத்துடன்  முடிந்துவிடாது இலக்கு --ஒவ்வொரு காலகட்டத்திலும் இந்த நெருக்கடிகள் தொடரத்தான் போகிறது .
வேலைப்பளு என்னும்  பொதிகளை சுமக்கும்  ஊழியர்களின் மேல்  இன்னும் ஏன் இது    போன்ற  சாட்டையடி/? - நாகப்பட்டினத்தில் இலக்கை  எட்ட நிர்வாகத்தின் கொடுங்கோலை  பாரீர்   EL  இழுத்தடிப்பு --CEA தாமதம் 
ஒரு கிராம் வாங்கினால் லீவு உண்டு --இது அதிகார அத்துமீறல் அல்லவா  இது சர்வாதிகாரத்தின் ஆரம்பம் இல்லையா ?ஆணவத்தின் உட்சமல்லவா ! வெள்ளைக்கார ஆட்சியின் மிட்சமல்லவா !
தடுத்திடுவோம் !தடுத்து நிறுத்திடுவோம் !
ஆம் .நம் கதாநாயகர்களான தோழர்களை திரட்டிடுவோம் !

Harassment of staff by delaying granting of leave for non procurement of gold bond - reg

Dear Comrade,It is brought to the notice of this union that SPOs Nagapattinam is coercing the officials to procure gold bond by  delaying leave and refusing to sanction CEA etc.,. It is learnt that SPOs Nagapattinam has instructed in writing  that all officials should procure at least one gram gold coin and threatened the staff orally that failure will result in refusal of leave , GPF and other welfare measures. Shri. B.  Maninaran Financial Secretary Divisional Branch Nagapattinam has applied for leave from 14-09-2016 to 15-09-2016 and SPOs Nagapattinam has not sanctioned the leave but asked the official to report feed back  on procurement of gold bond. Similarly Smt. R. Saraswathy Asst Secretary Tiruvarur Branch has applied for leave one on 12-09-2016 and SPOs Nagapattinam has not sanctioned the leave but given  direction to  the official to purchase at least one gram gold coin. Same  is the case in respect of Kum. B. Ponmathy,  Smt. S. Kavitha and many others. This  union  appeal that the matter may kindly be taken up to the notice of CPMG Chennai immediately to safeguard the interest of staff
