PRIME MINISTER’S RELIEF FUND
Excessive and unexpected rainfall resulting in furious floods has battered beyond measure, the Himalayan hill state of Uttarakhand. Whole villages, stretches of roads and communication links have been affected. More than 1000 persons met with tragic death. Thousands, including those from other parts of the country who were undertaking pilgrimages to religiously significant temples in the region, remain stranded. Hundreds of houses and buildings along the banks of Alakananda and the Bhagirathi has been swept away in Rudraprayag district alone. Thousands have become homeless.
As the magnitude of the tragedy caused in Uttarakhand continues to unfold, Prime Minister Sri. Manmohan Singh has issued an appeal for generous donations to support the victims who have suffered extensive devastation. Prime Minister appealed that - “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives. I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.
It is needless to say that the Central Govt. Employees have an urgent and important role to play in helping the flood victims and we shall have to rise upto the occasion, as in the past when such national calamities occurred. The National Secretariat of the Confederation of Central Govt. Employees & Workers calls upon the entireity of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.
All the Affiliates of the Confederation, State Committees (C-O-Cs) and CHQ Office bearers are requested to make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

EMS providers garner top marks in 2012

(EMS – the courier service of the Posts) have reached new heights, despite increasing demands.

This was confirmed by 38 countries being commended on the quality of their EMS offerings for 2012.
Twelve countries won gold awards: Azerbaijan, Great Britain, Hongkong (China), Hungary, Japan, Korea, Latvia, Macao (China), Malaysia, Poland, Spain and Sweden.
Silver winners were: Australia, Barbados, El Salvador, Finland, Kiribati, Lithuania, Maldives, Malta, Norway, Portugal, Singapore, Slovakia, Slovenia, Switzerland, Vanuatu and Vietnam.
Bulgaria, Croatia, Estonia, Israel, Italy, Moldova, Netherlands, Saudi Arabia, and Serbia took bronze.
Performance is measured using a variety of factors, such as the percentage of on-time deliveries and timely responses to customer inquiries.
Gold recipients, for example, need to meet an on-time delivery-rate of 95 per cent and a tracking delivery rate of 98 per cent. Other factors include inbound item-tracking and timely transmission of tracking data.
Silver recipients need to score 95 per cent in at least four of the criteria, while bronze winners need to reach 95 per cent in at least three.
The criteria to win awards have become progressively harder to meet over the years, said Julia Bazukina, EMS standards and measurement manager.
“The Cooperative is always trying to push for excellence,” she added.
All countries received their awards at a special ceremony during the Postal Operations Council session at the UPU in April. “The distribution of these certificates during the EMS General Assembly highlighted the work of these operators in front of their peers, thus creating healthy competition within the EMS Cooperative,” said Patrick Richon, EMS Cooperative board chair.
Germany, Switzerland, and Macao (China) each received a special award for excellent customer care towards other members of the EMS Cooperative. These awards were voted on by the latter.
The EMS Cooperative has 176 member countries. Its network handled 52.7 million items in 2011, according to the latest figures.

A senior official from DoPT has confirmed the above news to media and also clarified that a committee has been formed for increase the retirement age of specialists in scientific and medical fields (scientists) to 64 years. New Delhi: Central government employees are in for a disappointment as the Centre is at present not considering any move to raise the retirement age to 62 years.
A senior official in the Ministry of Personnel, Public Grievances and Pensions, which acts as nodal department for personnel matters, said there was no such proposal to increase the age for superannuation of government employees.
"There is no proposal to increase the retirement age to 62 from 60 years. The Ministry is not working on any such proposal," the official said.
Recent media reports claimed that the Ministry has written to Prime Minister's Office for raising the retirement age and sought the Union Cabinet's nod for the purpose.
There are about 50 lakh central government employees working in various departments across the country.
Officials in the Ministry said increasing retirement age requires a detailed consultation with all stake holders and discussion with the Finance Ministry.
Without the Finance Ministry's permission, the matter cannot not be processed, they said.
At a time when government is working on austerity drive by cutting expenditure and putting in efforts to rein in current account deficit (CAD), the move to increase retirement age will also burden the exchequer's kitty, they said.
The CAD, which is the difference between the inflow and outflow of foreign currency, had touched a record high of 6.7 per cent in the October-December quarter of 2012-13 on the back of rising oil and gold imports.
The retirement age for a majority of central government employees is 60 years. However, the age for retirement in case of teachers and scientists is 62 years.
The age of superannuation in states like Madhya Pradesh, Chhattisgarh and Assam is also 60 years.
In a related development, the government has decided to further increase the retirement age of specialists in scientific and medical fields (scientists) to 64 years.
"A Committee has been formed under the chairmanship of Cabinet Secretary by Prime Minister Manmohan Singh for the purpose," said another Personnel Ministry official.

BSNL decided to shut down 160-year-old telegram services from July 15

Smartphones, emails and SMS seem to have pushed the humble telegram service to a quiet corner with the BSNL deciding to discontinue the 160-year-old telegraph service from July 15. Once the main source of quick and urgent communication, the service delivered many happy and sad news to people spread all over the country.
But with the advent of technology and newer means of communication, the telegram found itself edged out. As per a circular issued by Shameem Akhtar, Sr. General Manager (Telegraph Services) Bharat Sanchar Nigam Ltd (BSNL) Corporate office, New Delhi, the telegraph service is to be discontinued with effect from July 15, 2013.
The circular sent to various telecom district and circle offices as per the instruction of a competent authority denotes that telegram services will be closed from July 15 and as a result all telegraph offices under the management of BSNL will have to stop booking telegrams from that date. The circular has also directed the telecom offices to maintain the log books, service messages, delivery slips only for six months from the date of bookings. However, complaints, press reports and other messages from different consumer forum are to be kept for one year.
Sources at BSNL Delhi said, “We had asked the government to support the service as it was not commercially viable and the government said the BSNL board should decide on it.
“We have taken a decision to close the service after consultation with the Department of Posts. They also said that there are better options available,” the sources said.
The BSNL has instructed that surplus telegraph staff members would be deployed to mobile services, landline telephony, broadband services and shifting could take place within the next 3 months. Faced with declining revenues, the government had in May 2011, revised the telegram charges after a gap of 60 years. The telegram charges for inland services was hiked to Rs. 27/50 from Rs. 350, 4/50 earlier.
Two months ago, telegram services for overseas communication was withdrawn by BSNL. Within a short time of BSNL handling telegram services in 1990s, the PSU had a rift with the Department of Posts following which telegrams were accepted as phonograms from various villages and other centres from telephone consumers. This too had restrictions and embargo during certain hours.
Talking to PTI over phone, R. Pattabhiraman, the state secretary of National Federation of Telecom Employees said, “Before taking such a decision, the PSU should have consulted trade unions on the issue of deployment of the so-called surplus employees. There will be many issues and dissatisfaction among staff members when the exercise of shifting staff to some other portfolio or locations is made.
“Similarly, it is not known whether the Government consulted or took the guidance from stakeholders like consumer councils, consumers of telegraph services and judiciary,” he said.
Mr. Pattabhiraman pointed out that Indian courts had accepted only telegrams and telegram receipts as proof of evidence in civil or criminal suits. It was also a handy mode of communication for jawans and armed forces for seeking leave, transfer or joining reports. Similarly, rural India was using telegram services to communicate. Instead of scrapping the service, it should have been handed over to the postal department which was handling the services right from its inception in the 1850s.
R. Shanmugham, a social activist, said stopping a live wire service like this can be decided only by an enactment of a suitable law or amendment.
