We wish to bring one pertinent issue
to take up at Directorate level to get rid of grievances of more LGO
candidates, appeared for PA exam held on 09.12.2018 and secured four marks
short in Paper I and six marks in Paper II in ‘A’ Series.
2) It
is intimated that question No.40 & 41 were deleted in Paper I & 3 questions were deleted in Paper II in
‘A’ series, by DoP Order No.F.No.A-34012/05/2018-DE/DE Section, Dak Bhavan, New
Delhi, dt.22.02.2019. (A copy of the ruling is attached herewith for kind
perusal).
3) But,
while taking a decision regarding allotment of marks for deleted questions,
directorate has reduced the total marks as 96 for paper I and worked out pass
mark as 38 proportionately to 48 questions for UR & OBC Candidates. This is not correct and it has no precedence.
What has to be done is 4 marks have to be added for paper I for all candidates,
who have attended the deleted questions.
4) Similarly,
in Paper II, in A series, Qn.No.26, 33 & 50 have been omitted for that
exam. Hence, the candidates secured less
than pass marks are seeking to put 6 marks additionally for deleted questions
at 2 marks for each question. This will
help to get many candidates to got pass marks in Paper II to get posting in
unfilled vacancies in PA cadre.
5) It
is a decision of directorate without any valid principles and by that decision,
many LGOs could not get pass mark, even though many vacancies are going to lie
vacant after posting.
6) For
LGO’s to PA exam held on 23.11.14 for 2014 vacancies, result was announced on
16.09.2015 by CPM’s circular No. REP/4-1/PA-SA/14-con. dated 16.09.2015.
In that notification it may seen in page 3,
additional marks have been ordered for related questions for candidates attempted
answer for the deleted questions. (Ref: - Page No. 3 in respect of paper 2 /LGP
- item No 2 of memo dated 16.09.2015
of CPMG Tamilnadu Circle (a copy is
enclosed for kind ready reference) It is learnt that additional marks are
allotted in UPSC Exams also for deleted questions. It is requested to adopt same yard stick as done in vacancies 2014 and procedure adopted by UPSC,
for officials who attempted answers for related questions in paper 1 and 2 of
LGO examination for 2016/ 2017-2018 vacancies. If it is done many postman and
MTS will get elevation as PA in
remaining vacancies.

For candidates belonging to SC candidates, pass marks has been prescribed as
33. But, while calculating two marks for each question, either 32 marks or 34
marks alone could be prescribed to SC candidates. Since 34 is more than 33,
minimum pass marks for SC candidates, it should be prescribed as 32 marks only
for them as minimum qualifying marks.
It is
requested to arrange for coming forward for revising the decision taken already
in DoP’s order dt.22.02.2019 to help the Postmen / MTS staff to get berth as
PAs in our Postal Department, in unfilled vacancies of PAs after announcement
of merit list of candidates, appeared for LGOs to PA exam held on 09.12.2018.
