மருத்துவ சான்றிதழ் கொடுத்து விடுப்பு எடுக்கின்ற ஊழியர்களுக்கு கோட்ட நிர்வாகம் அரசு மருத்துவரிடம் தான் மருத்துவ சான்றிதழ் பெறவேண்டும் என நிர்பந்தித்து வருவதாகவும் அவ்வாறு மருத்துவ சான்றிதழ் பெறாத ஊழியர்களிடம் அரசு மருத்துவரிடம் மருத்துவ சான்றிதழ் பெற்றதால் தான் மருத்துவவிடுப்பு வழங்கப்படும் என்கின்ற கோட்ட நிர்வாகத்தின் அதிரடி நடவடிக்கைகளை குறித்து நமது கோட்ட சங்கம் எழுதியுள்ள கடிதம்

Sub: Grant of leave on medical certificate - Indifferent action of D.O - reg.
It is brought to the notice of this union that the leave request submitted by the officials on medical certificate are turned down with an oral instruction to produce MC from a Govt.Doctor.
This union felt that it is not a fair dealings on the part of the administration by giving oral instruction. It is the privilege of the D.O to reject the leave on medical certificate by citing the violation of rules, if any.
In this connection, we wish to bring the content of Rule 19(1)(ii) of CCS (Leave) Rules, 1972 and the 'NOTE' below that, a non-gazetted Govt. Servant can produce medical certificate from CGHS Dispensary or Govt. Hospital or an AMA or Authorised Doctor of Private Hospital or RMP. Further, as per the 'Note' below the ibid rule, a non-gazetted Govt Servant can also produce MC from a registered ayurvedic, unani or homeopathic medical practitioner or a Dentist or an honorary medical officer.
Hence, the
action of the D.O is arbitrary and without support of any rules or instructions
and it is requested to issue suitable instructions to all concerned to avoid
harassment of staff in this regard.
