            Sub:    1^st phase of struggle programme against the unilateral/partial

Attitudeof thePostmaster, Tirunelveli H.O-reg

            The Executive Meeting of AIPEU Group”C”  Tirunelveli Division was held at Palayankottai H.O under the Presidentship of  Com. Shri. K. G. Gurusamy on 27.03.2017 in which a deliberate discussion on the wilful, unilateral and anti-employees attitude of Shri. Venkateswaran, Postmaster, Tirunelveli HO was held.  Finally, the EC decided to take up the following issues with the Divisional Administration for immediate action.

1.    Misuse of Government money

            The arrears of FSC was seen encashed on 08.12.2016 for the period from 01.07.2016 to 01.12.2016 for Tirunelveli HO.  A part of the balance amount of Rs 3852/- was swindled by the Postmaster, Tirunelveli HO and not at all spent for the purpose it was granted.            Our union has already taken up this case with the SSPOs, Tirunelveli Division during March 2017 and the nature of the action taken against the Postmaster, Tirunelveli HO is yet to be known.

            This EC meeting urged the Divisional Administration to initiate a detailed enquiry against Postmaster, Tirunelveli H.O in connection with the misuse of Government money.

2.    Violation of orders issued by D.O regarding deputation:

            After a long discussion with the SSPOs.,we have reached an agreement regarding regularization of deputation and the same was communicated to all offices vide SSPOs letter No.B1/Misc /Dlgs dated 06.04.2016.  But the Postmaster, Tirunelveli H.O failed to carry out the instruction given by SSPOs wilfully and issuing deputation orders without following any norms for his whim and fancy.  To the core, one senior most official was deputed to Gangaikondan SO.  When this violation was questioned by our members, the Postmaster, Tirunelveli HO replied that as per the orders of ASP(HQ) only, the deputation order was issued. This EC meeting resolves that the administration should not modify or alter the above instruction dated 06.04.2016 without consulting us. Further, proper instructions should be given to all concerned to carry out the said orders issued by the D.O.

Similarly, this EC is keen on bringing the following issues to the notice of the Divisional Administration for remedial action. Postmaster, Tirunelveli HO is vindictive and union motive such as

1.    Favouring his union members in attendance.

2.    Turn Register has not been maintained properly for deputation.

3.    All the staff are being instructed to go out of the office after 1730 hours even though they are ready to work beyond office hours to clear their arrears of work.  This is a high secret and a surprise check will prove the ill-motive of the Postmaster, Tirunelveli HO.

4.    Ill-treating and threatening the seniors by deputing to other offices and shuffling their branches.

              This Executive Committee meeting believes that the SSPOs., Tirunelveli Division will take stringent action against Shri. Venkateswaran, Postmaster, Tirunelveli HO and to draw the attention of the Divisional Administration, the EC unanimously resolved to stage the following trade union activities.

04.04.2017 - 18.00 hrs.Demonstration in front of O/o SSPOs, Palayankottai.

              If the issues are not settled, trade union action will be further intensified and the responsibility lies with the Divisional Administration.
